It's a bit more complicated than that, but that's the point of his character. He's a walking example of how doing what's right isn't always popular. He's a counter-perspective to Lelouch who's a results at all costs guy in the beginning but admits to shifting to Suzaku's viewpoint in the preview to R2 episode 21 (the end scene of ep 20.) Personally he's not my favorite, but I respect him. He's not the character you root for primarily because we're watching from Lelouch's viewpoint, and to him Suzaku's just an annoying obstacle...with gravity defying spin kicks.
